Arkansas child welfare officials say they work closely with law enforcement across state lines when investigating allegations of child abuse, as new details continue to emerge in a case involving Joseph Duggar and his wife, Kendra Duggar.

The Arkansas Department of Human Services (DHS) confirmed that reports of suspected child abuse or neglect are first made to the Arkansas Child Abuse Hotline. If accepted, cases are assigned for investigation either to the Division of Children and Family Services or the Arkansas State Police Crimes Against Children Division, depending on severity.

“An investigator from the appropriate agency is assigned to conduct the investigation and collaborate with law enforcement, as necessary,” said Keith Metz, deputy chief of communications for DHS. “We work closely with law enforcement both in and outside of Arkansas, depending on the circumstances of each investigation.”

While DHS declined to comment on specifics of the Duggar case, the general process provides context as local and out-of-state authorities continue their investigation.

Joseph Duggar, 31, was arrested March 18 in Tontitown on a warrant from the Bay County Sheriff’s Office in Florida. Authorities there have charged him with lewd and lascivious behavior involving a minor tied to an alleged incident during a 2020 family vacation in Panama City Beach.

According to investigators in Florida, the victim, now 14, reported inappropriate sexual contact that allegedly occurred when she was younger. The allegations surfaced during a forensic interview, and authorities said Duggar later admitted to the conduct when confronted.

On March 20, Duggar waived his right to extradition and remains in the Washington County jail awaiting transfer to Florida.

That same day, additional charges were filed in Washington County against both Joseph Duggar and Kendra Duggar, 27. Arrest warrants were issued for four counts each of second-degree endangering the welfare of a minor and second-degree false imprisonment.

Kendra Duggar was booked into the Washington County jail at 3:56 p.m. on March 20 and was released the same day after posting a $1,470 bond at 6:19 p.m., according to jail records.

Authorities have said the Arkansas charges stem from a continuing investigation but have released few details, citing state laws that restrict information in cases involving minors.

The Tontitown Police Department previously said its officers assisted in the initial stages of the case after receiving a report of a sexual assault, later determined to have occurred in Bay County, Fla. Local officers coordinated with Florida authorities and made the arrest based on the out-of-state warrant.

Officials have emphasized that the investigation remains active and ongoing, and additional information will be released as permitted by law.
